As the conflict between the two sides increases, the meaning becomes more visible. In the simplest terms, one side is focussed on rule of law as aligned upon objective realities through rationality. The other side despises that standard and focusses upon values aligned upon persons.

The why is of course more complex. The need for rationality aligned upon objective reality to solve problems is describe in many pages here. Less apparent is why conservatives would defy the objective realities in exchange for the values of persons.

Reagan is the most significant example of the meaning and purpose of conservatives. Conservatives view Reagan as the example of what they are trying to achieve. They want to get where Reagan was by promoting what Reagan promoted.

What Reagan promoted was self as winner in conflict with (rationality as) laws of government. He said, if you have to explain, you are already a loser. That means he assumed being a winner was the purpose in life and rationality is for fools. Explaining claims is an important element of rationality.

Not having a clue what rationality is or why it should exist, conservatives assume the essence of it is the ruination of man, particularly when laws created by government is a product of that evil.

Instead of rationality, conservatives assume the purpose of existence is to elevate oneself—that is, if oneself is a white, superior person winning at prevailing over other persons. Losers should self-destruct to get out of everyone else's way.

The self-righteousness in opposing rationality is based on the assumption that any form of reality can be constructed for a purpose; and therefore, the evidence against themselves is an arbitrary contrivance and they can construct the opposite evidence against their opponents, which is what they are trying to do in impeaching Biden based on scandalizing his relatives.

What conservatives are showing is that they assume an investigation can be used to contrive realities. If liberals are going to use an investigation to degrade Trump, they can use an investigation to degrade Biden. Laws have nothing to do with it, because conservatives assume liberals created laws as a weapon against their enemies; and therefore the laws are a corruption which they have no respect for.

Getting rid of eighty years of liberalism gone awry was the purpose of Reaganites. That means throwing out essential laws of the past and using so-called deregulation to get rid of the rest of the laws.

Conservatives assume a scandalous fraud is as good as a legal investigation in degrading opponents. In fact, more justifiable, since the laws are an evil and values need to replace laws. When Reagan said, government is the problem, he meant the laws of government, not the power of totalitarians in taking over government for their personal power.

The fluidity of evidence that conservatives generate is a product of disconnect from objective reality. The objective realities of the universe define life and solutions to problems. Persons who acquire no knowledge don't have a clue that there is any such objective reality. So they put values above realities and try to shape realities around their promotion of values.

The values of corrupters are aligned upon persons who they view as models of what they want to achieve. With Reagan being the model of success, conservatives want to achieve success as Reagan did by promoting that image with no stabilized realities getting in the way including laws of government.

Conservatives assume the whole concept of laws being created is nothing but a weapon against the proper purpose in life designed by losers who want to gain an unfair advantage through gimmickry. Erase the laws and align upon values to correct the errors of losers is what conservatives are trying to achieve.
